Basic Livable Income
There are several names for basic income (guaranteed livable basic income, livable basic benefit/income, etc.) and while they each vary in particulars; they all are referring to the same general concept.
A Basic Livable Income is a government-organized unconditional income available to all. It is provided on an individual basis to meet basic needs without means testing or work requirements.
With the security of a regular, direct, Basic Livable Income all Canadians will be free to manage their own and their family’s unique circumstances, providing for their basic necessities (food, shelter, clothing, transportation, and community participation). The payment is not conditional on meeting employment criteria in order to qualify for the guaranteed income. Recipients of Basic Livable Income are not only better able to rebound from financial setbacks but also are in a position to balance employment and family care needs, as well as protect their health, or recover from illness or injury. Once they have the assurance of continuing Basic Livable Income, the recipients will be able to take positive steps including furthering their education, retraining, or exploring a job in an emerging sector of the economy, with the confidence of knowing their essential needs will always be met, and without the risk of catastrophic reversal in case of failure.
The idea of a basic income has been around for a long time. One of the leading studies was conducted in Manitoba in the 1970s, titled the Mincome project. In 2017, the Ontario government began a pilot study for basic income, but it was cancelled by the new government shortly after the election in June 2018.
Currently, Bill 206 is at second reading in the Senate. This bill calls on the federal government to develop a plan for implementing a guaranteed livable basic income at a national level and accessible to anyone in Canada who is over the age of 17 years and in need.
